Abstract: Optimization allocation for quantity of pollutant discharged means treating water environmental capacity as a kind of natural resource for distribution. It is an effective method for relieving and solving water pollution problems. Traditional method cannot calculate the water environmental capacity of river with dam, when dam construction in river causes the significant change in flow. Take Taizi River as an example, based on local physical geographical conditions and hydraulic engineering layout, the author simulated the self purification of water bodies and the movement and transformation discipline of contamination. By combining present quantity of pollutant discharged, and minimizing the total amount of reduction, we can get the specific values of pollutant discharged and amount of reduction in different districts, and calculate the water environmental capacity of different reaches. Total emission in all outlets has been reduced under optimization allocation, with each water quality control section up to standard.
