Admist his thirty years of professional experience, President Sancho has been Chairman of the Confederación Hidrográfica del Ebro, first River Basin Authority in the world. He has been President-founder of 3 State Societies of water (ACUAEBRO, Canal de Navarra y Canal Segarra-Garrigues).
He is Chairman of the Technical Committee of Water, Energy and Environment, as well as responsible of internationalization of the Spanish Colegio de Ingenieros de Caminos, Canales y Puertos. Member of its Governing Board.
He is acknowledged as an expert on infrastructures financing and water management, he has in-depth knowledge of the business problem and the public administration issues, having demonstrated its ability to relationship with various sectors (Central, regional and local administrations, users, stakeholders).

he played a major role in the development of turbulence models that are now widely used in practice. In 1973 he moved to Karlsruhe University (now Karlsruhe Institute of Technology) where he has been a Professor in Civil Engineering from 1981 until 2007, when he retired from this position. At Karlsruhe he pioneered the application of turbulence models in hydraulics but was also active in their extensive testing in other areas of engineering. In the 1990's he shifted his interest to large eddy simulations (LES) of complex flows including those in hydraulics. He also supervised experiments that resulted in widely used benchmark test cases for calculation methods. Prof. Rodi published more than 100 journal papers, several monographs on turbulence modelling, and has recently co-authored a book on LES in Hydraulics in the IAHR monograph series. He is an Associate Editor of the ASCE Journal of Hydraulic Engineering and an Editor of the Journal of Flow, Turbulence and Combustion. He has won several prestigious awards including the IAHR Ippen Award, the ASCE Hunter Rouse Hydraulic Engineering Lecture Award and the ASME Fluids Engineering Award.

He also has experiences in coastal disaster analysis including 1993 Okushiri Tsunami, 2004 Smatra Tsunami and 2011 Tohoku Tsunami as well as in practical design and implementation of shore protection strategies for various coasts. His research interests are in mathematical modelling, hydro-environmental applications, ecohydraulics and hydroinformatics. He has been serving on the Council of the International Association of Hydro-environment Engineering and Research (IAHR) since 2005 and is a member of the International Flood Initiative (IFI) consortium as well as external advisor to the Flood Risk Management Consortium in the UK.

Between 1995 and 2002, he worked in State Development Bank, successively in the positions as Chief of Planning Division, Electric Power Credit Bureau; Assistant to Director of Southwest Credit Bureau; Vice President of Yunnan Branch; Vice Director of Investment Bureau and Administrator of Sino-Swiss Cooperation Funds; since 2002, he has been the General Manager of Yalong River Hydropower Development Company, Ltd. (previously known as Ertan Hydropower Development Company, Ltd.)

Over the years of his career, Dr. Chen has been devoted to academic study on hydropower industry, and has published over 20 papers and 2 books in areas of hydropower development management, hydro-energy technology and economics, and project finance and economic assessment, with 2 of the papers winning technological advancement awards of provincial or ministerial level. Dr. Chen has successively been retained as part-time professor of Tianjin University, Sichuan University and Tsinghua University, and member of Directory Committee of Post-graduate Educational Program of Tsinghua University.
